Athanor and the Stormfire Pentarchy

Name & Demonym: Athanor; citizens are Athanorans.
Motto: “From Reason, Fire; From Fire, Justice.” Identity: A river-linked realm where scholarship, magic, guild-craft, alchemy, and open commerce are civic virtues. Collegia and guilds operate under national charters; roads and waterways are toll-free; weights and measures are standardized.

Stormfire Pentarchy (government)

Form: Learned commonwealth (a thaumocratic council) ruled by five Pentarchs who govern in open conclave.
Chair: The High Pentarch—a rotating one-year stewardship among the five; first among equals, not a monarch. The High Pentarch leads council meetings, serves as the ceremonial head of state, and breaks ties in the event a Pentarch is unavailable for a vote.
Remit: Uphold the Six River Freedoms; keep roads and waterways open; promote education, craft, magic, alchemy, and fair trade; maintain civil order and common defense.

The Five Seats (by portfolio) Note the seat names and portfolios are ceremonial only, to honor the founders of the nation:

● Flame (elemental/kinetic, engineering, fortifications)
● Inquiry (alchemy, investigation, standards, patents)

Vacancy & Succession: If a Pentarch retires or dies, each province elects a nominee; the remaining Pentarchs interview the nominees and select the new Pentarch. The chair rotates yearly as High Pentarch.

Civil Status & Franchise

● Citizen (all protected persons): Equal protection, due process, free movement and trade consistent with the River Freedoms.
● Elector-Citizen (voting class): Enrollment by oath before a registrar for any citizen who completes 10 years of honorable national military service, or holds patent as a Free Knight of the River, or owns a duly licensed business, farm, ranch or similar endeavor. Elector-Citizens vote in ward and national elections and may hold civic office.

Economy, Learning, and Craft

● Collegia & Guilds: Chartered to teach, publish, and innovate; collegia steward libraries, laboratories, and apprenticeships.
● Trade Courts: Swift market arbitration; fair weights and measures audited by district Marshalls.
● Patents & Workshops: Petitions filed with the Collegiate Registry; foundries and rune-workshops are favored when they train apprentices and keep roads open.

Noble & Administrative Ladder (beneath the Pentarchs)

Many (if not most) land hexes will not have a hereditary land holder. In that case the land remains “Crownland” and is managed solely by the elected officials. The local government is still subject to management by the nominative offices of Marshall, March Warden and Provost Marshall. Hereditary lands and titles may be removed with cause and must be approved by unanimous vote of the Pentarchy.

Hereditary ranks (may pass to any lawful heir regardless of gender or birth order, by registered writ):

● Baron — 2–3 contiguous hexes. Keeps the peace, licenses markets, maintains a chartered school/chapel, guarantees toll-free roads and ferry landings within the barony.
● Warden — 1 hex (fief-estate or urban ward with hinterland). Leads patrols, escorts caravans, enforces the Six River Freedoms.
● Free Knight of the River — landless knight in national service; escorts, patrols, arbiters at crossings.

Nominative offices (appointed with Pentarchal approval; held at the realm’s pleasure; do not alter hereditary rank). Office holders may or may not hold a hereditary title. A hereditary title is not a requirement to hold higher office.

● Provost Marshall — provincial governor; confirms municipal charters; levies provincial musters; oversees collegia and endowments; all Marshalls and March Wardens report here.
● March Warden — frontier governor (border or strategic river corridor); supervises 10–15 hexes; commands river-guards, forts, bridges, and ceasefires at the line.
● Marshall — interior civil-military district lord; supervises up to 9 hexes total, including the holder’s own fief; coordinates patrols, fairs, audits, and archives.

Growth & limits:

● A Warden granted more than 1 hex is invested as Baron.
● A Barony may not exceed 3 hexes. If a Baron controls or manages more than his hereditary lands, he or she must sub-infeudate or reorganize as a Marshall/March Warden. Hereditary lands will not exceed 3 hexes.
● Marshall/March Warden superintendency counts every hex they oversee, including their own.

The Athanoran Model of Local Rule (mayor–overlord charter)

Principle: Municipal self-rule is a granted privilege within a noble’s domain (if it is held by a noble)—chartered by the Warden/Baron and recorded by the Provost Marshall—not a separate sovereignty. In return for taxes, watch, and musters, the overlord guarantees protection, open roads and waterways, and fair appellate justice under the Six River Freedoms.

Municipal Governance

● Elections: Every settlement from village to major city elects a Mayor and Council by the roll of Elector-Citizens.
● Mayor’s remit: Finances, petty justice, market regulation, ward watch, public works, and fulfillment of obligations set in the charter.
● Overlord’s remit (Warden/Baron): Protection from brigands/raiders, fair appellate courts, maintenance of untolled roads and ferries, confirmation (or amendment) of the municipal charter. If there is no local noble with rights to the land, a Sheriff will be elected to fill the requirement of the Overlord’s remit.
● Appeals ladder: City Court → Baronial Court (or Warden’s Hall) → Marshall’s District Court → Provost’s Provincial Bench → Pentarchal Review (rare, matters of law/freedom).

Military & Muster

● Free Knights lead patrols and serve as arbiters at crossings.
● Wardens (or Sheriffs) field ward patrols and caravan escorts.
● Barons (or Sheriffs) maintain standing watches and mobilize village levies.
● Marshalls coordinate district musters (≤9 hexes).
● March Wardens command border forces (10–15 hexes).
● Provost Marshall integrates provincial forces and issues call-ups under Pentarchal writ.

Revenue & Freedoms

● No road or river tolls. Funding derives from assessed hearth/market fees, fair licenses, wharfage (not passage), and land rents fixed in charters.
● Standardization: Weights, measures, and coinage are audited annually by the Marshall.
● Six River Freedoms: Open travel and trade; contracts without duress; no slavery; accessible justice; no lord above the law; waterways and roads remain free.
